The Department of Domestic Development Cooperation is anchored in the theory of New Structural Economics (NSE). It conducts industrial policy research and planning for national ministries and local governments at all levels. Additionally, it provides industry consulting and professional training to enterprises and public institutions.

The Department aims to align closely with China’s macro-economic policy direction by integrating practical industrial experience with cutting-edge academic research. It provides authoritative and actionable policies to governments and enterprises, delivering comprehensive services that span “theoretical research, industrial policy, and investment promotion planning.” As a national high-end think tank, it submits internal policy briefings to the central government, embodying the NSE philosophy of “the Unity of Knowledge and Action”—ensuring research insights directly inform policy implementation.

Over the past decade, the Department has provided high-end advisory services to ministries such as the National Development and Reform Commission, the Ministry of Education, the Ministry of Natural Resources, the National Forestry and Grassland Administration, and the National Rural Revitalization Administration, as well as dozens of local governments, including Jilin Province and the Xizang Autonomous Region. It has established collaborative relationships with over 100 domestic and international universities, think tanks, investment institutions, and media outlets, forging a distinctive development path driven by the synergy of academic discipline building and think-tank construction.
