【ABSTRACT】
“Transition for all: Equal opportunities in an unequal world” focuses on inequality and inclusion in emerging Europe, Central Asia, North Africa and Jordan. The analysis draws mainly on the results of the third round of the Life in Transition Survey (LiTS III), a household survey conducted by the EBRD and the World Bank in 34 countries during the first months of 2016.
The Report shows that transition from planned to market economies has been far from smooth, especially in its early years. The social, economic and physical costs of reforms have been so substantial that women and men born at the start of transition are nowadays 1 centimetre shorter than those born before or after! No wonder then that until very recently most people in the transition region had been less happy than people with similar income levels elsewhere. But this is no longer the case: in 2016 people in the formerly socialist countries are as satisfied with their lives as their counterparts in other parts of the world.
The EBRD region has not only caught up with richer countries in terms of happiness but also closed part of the income gap. Yet, not everybody has benefited equally. Only 44 per cent of all men and women in post-communist countries have enjoyed total income growth that is higher than the average income growth in the G7 economies.
The report also discusses ways to help distribute the benefits of growth more equally and provides a unique snapshot of inequality of opportunity in each country.

Sergei Guriev
As the EBRD’s Chief Economist, Sergei Guriev is responsible for advising the President and other senior members of the Bank’s management team on economic issues of strategic or operational relevance pertaining to the EBRD region.
Sergei Guriev received his Dr. Sc. (habilitation degree) in Economics (2002) and PhD in Applied Math from the Russian Academy of Science (1994), and M.Sc. Summa Cum Laude from the Moscow Institute of Physics in Technology (1993). In 1997-98, Dr. Guriev visited the Department of Economics at M.I.T. for a one-year post-doctoral placement, and in 2003-2004, the Department of Economics at Princeton University as a Visiting Assistant Professor. In 2004-13, Dr. Guriev was a tenured professor of economics and rector of the New Economic School in Moscow. In 2013, he was appointed a tenured professor of economics at Sciences Po, Paris.
Dr. Guriev’s research interests include contract theory, corporate governance, political economics and labour mobility. Dr. Guriev has published in international refereed journals including American Economic Review, Review of Economic Studies, Journal of European Economic Association, Journal of Economic Perspectives and American Political Science Review.
