CNSE Signed MOU with CAPDF

to Strengthen Cooperation on Development Financing

Signing Ceremony

The Center for New Structural Economics (CNSE) and the China Association for the Promotion of Development Financing (CAPDF) signed the memorandum of understanding for strengthening future cooperation on April 13, 2017.

The two parties will carry out in-depth cooperation and exchanges in conducting theoretical research and case studies, organizing policy dialogues on frontier and strategic policy issues, helping advance the Belt and Road initiative by leveraging financial and enterprise resources, constructing demand-oriented economic and financial database, and developing and implementing capacity building activities for policymakers from developing countries.

Professor Justin Yifu Lin, Director of the CNSE; Dr. Jiajun Xu, Executive Deputy Director of the CNSE; Chen Yuan, President of the CAPDF; Li Jiping, Executive Vice President of the CAPDF; Xing Jun, General Secretary of the CAPDF; Jin Baohua, Director of the Think Tank Department of the CAPDF; and Wang Chunlai, Assistant Director of Think Tank Department of the CAPDF attended the signing ceremony.

As China’s first and only nationwide association in the field of development financing, the CAPDF is initiated by China Development Bank (CDB), with the mission of promoting theoretical research and institutional innovation in the field of development financing, applying principles and approaches of development financing to promoting market liberalization, market incubation and institutional reform, and fostering exchanges and cooperation among DFIs worldwide.During the past two decades, CDB has blazed a new trail in development financing and formulated a unique set of principles and methods in its operations, playing a significant role in China’s financial system and overall socioeconomic development.

Chen Yuan, President of the CAPDF, highlighted the urgent need to distill CDB’s experiences in the provision of long-term finance and conduct in-depth case studies to achieve theoretical innovations in the field of development financing.

The core tenet of New Structural Economics accords highly with the principles and practices of China’s development financing. New Structural Economics is committed to exploring how to create synergy between the effective market and the facilitating government for countries at different stages of development, in order to promote industrial upgrading and achieve economic structural transformation.

Discussion between Justin Yifu Lin, Director of the CNSE and Chen Yuan, President of the CAPDF

Professor Justin Yifu Lin, Director of the CNSE, pointed out that the pioneering practices of CDB in development financing are not only invaluable assets for the Chinese, but also the common wealth of all countries, especially for developing countries. Therefore, it is of crucial importance to examine how to use development financing to eliminate the bottlenecks of development, how to make sustainable financial arrangements, reflect upon limitations of the mainstream development practices and innovate financial arrangements to support real economy.

The signing ceremony marks the commencement of the multi-layered cooperation between the CNSE and the CAPDF. The cooperation will be of pivotal importance to mining the treasures of China’s experience in development financing, promoting original theoretical innovations, and enhancing China’s influence in the field of international development.
